AbstractThis report provides baseline information on the early implementation of Goals 2000 and programs reauthorized under Improving America's Schools Act (IASA), analyzing the ways in which state officials who administer finances have responded to the new legislative mandates. The study intended not only to gather information more efficiently through cross-cutting data collection, but also to examine how each program related to the overall reform agenda in the states. The focus is on changes in program administration 2 years after the 1994 enactment of these programs, asking such questions as how state program managers were implementing the laws' provisions and how implementation had changed when compared with state practices under the predecessor programs. Findings show that state administrators offered a mixed assessment of the extent to which their own flexibility had increased in the first 2 years. All administrators made noticeable changes to their procedures in implementing the reauthorized program, but most program administrators gave little evidence that they were monitoring student performance. Compliance monitoring was being replaced with technical assistance--primarily offered to districts that knew when and how to ask for it. (RJM)
